Estonia approved alcohol policy green paper

Government of Estonia approved the principles and measures introduced in the alcohol policy green paper, prepared under the guidance of the Ministry of the Social Affairs.

Goal of the green paper is to reduce alcohol availability, find solutions to influence pricing policy (including considering the possibility to set minimum unit price), tackle illegal market, reduce drinking as a whole and alcohol related harm, raising awareness and improve treatment and rehabilitation options.

Government plans to implement and fund these measures mainly through “Public health action plan 2009-2020″.

Ministry of Social Affairs started the green paper process in the beginning of 2012. Through different working groups ministries, NGO-s but also industry representatives were involved and draft paper was ready by December 2012. After that the paper was made available for public consultation.

Minister of Social Affairs Taavi Rõivas introduced alcohol policy green paper to the Government last Thursday, February 20 2014.
