Should the criminalization of cannabis use be abandoned?

Cannabis use is increasing and attitudes towards cannabis have become more positive, especially among young people. In Finland, more and more political youth organizations are in favour of decriminalizing cannabis. The Citizens’ Initiative for the Decriminalization of Cannabis Use and Small Quantities has received 50,000 signatures. This means that the initiative is going to Parliament.

One argument is that decriminalization lowers the threshold for abusers to seek help. Opponents argue that decriminalization gives the wrong signal.

Should Finland follow the same path as Norway? It explores the transfer of responsibility for the decriminalization of the drug and the drug problem from the judiciary to health and medical care. What can we learn from each other?
